You would need to write your own display software to use the XML feed.

By the way you may be interested in what we do.  You can review some of this

We are the current provider of the National Warning System.  Our new system
is called EMnet and is satellite based.  Our EMnet and EMnet/EAS system has
warning information from both the civil and NWS in the stream.  An EMnet
node can generate a CAP XML file when an alert is received. It is
interoperable and in use today in 9 states.  Please feel free to e-mail or

So how do we display the weather alerts? The text display in a 
browser is pretty useless. I tried dragging their CAP URL onto the 
demo CAP viewer, with no luck.

If we got the California EDIS Alert viewer source code, could we 
change the hardwired data source to the weather alert URLs?

What am I missing here? Is there a generic CAP format message viewer 
that I have missed that we can use to view these data feeds?

Do other states feed Public Advisories, Amber Alerts, etc like 
California does? Is so, how do we find those and how do we display 
them?
