So the lean is towards allowing the client to filter the Atom message, and/or the CAP message.  In regards to the location awareness, my current track is to ask the user for
their State, County, and Zip.  Then calculate their approximate lat/long from this.  Anyone know of an available code library for this?  Or maybe a nice google maps tie-in would work.

Is this index format something that will be included with a future spec for CAP?  Is it still under development, or good enough to try and implement now?
