Different folks might go different ways, but that's how the  
California EDIS implementation is going... and I think there's a  
general trend toward pushing intelligence toward the edge of the  
network.  (And of course the "client" might itself be an intermediary  
service that forwards to, say, email registrants.)

There are tables available of the "centroid" lat/lons for zipcodes...  
don't recall right now whether they're from the USPS website or the  
Census Bureau or maybe even via the USGS "geospatial one-stop" service.

We're implementing it for the next generation EDIS, which should go  
live in the next couple of months.  There was a brief discussion of  
fixing on some interface profiles during today's OASIS Emergency  
Management Technical Committee meeting, but I'm not sure how fast  
that'll happen.

Hopefully we'll see convergence on a few "best practice" interfaces  
that then can be formalized with a minimum of disruption to existing  
implementations.
