I developed a system like this a while ago to test agaist CAP 1.0 contained
within EDXL 0.9. The system accepted raw xml via http post and returned an
appropriate http response based on the validity and sanity of the message.
It should be a trivial matter to update the schemas for CAP 1.1 and EDXL 1.0
as well as provide a service for CAP only.

 

Would this suit your needs?  The center I work in could make this service
widely available for testers if there is an interest.
