[CAP] [emergency] NOAA Undermining International Standards?

EDIS, the California State system will be fully CAP compliant.  
California's current population is slightly under 34 Million people.  
EDIS has been designated as the front end system for EAS in  
California. We are in discussions with several other states in FEMA  
Region 9 within the footprint of the EDIS distribution satellite that  
could account for another 7-10 million people who would benefit from  
CAP-enhanced warnings.  The California SECC fully back a CAP-enhanced  
EDIS for all the reasons that have seen other protocols, including  
SAME, get into trouble. CAP is an international, open, non- 
proprietary standard for warning intercommunications  
interoperability. Unless some other protocol can make and defend such  
claims, EDIS is the only game in town.

Adding EDIS totals to EMNet, we are talking about warnings  
potentially affecting nearly 120 Million people.

The Society of Broadcast Engineers filed extensive Comments with the  
FCC on EAS. Much of SBE's Comments had to do with CAP and its benefits.

This story will be interesting as it plays out.
