[CAP] geocode tag

Dear CAP developers,

I am new to CAP and I am trying to write my first CAP application.  I want
to process the NOAA CAP feed for California (
http://www.weather.gov/alerts/ca.cap).

According to the CAP specification, cap:geocode should appear in a key/value
pair such as:
<cap:geocode>fips6=006023</cap:geocode>

but the NOAA feeds has only value:
<cap:geocode>006023</cap:geocode>

Does anyone know what causes this discrepancy?
