[CAP] geocode tag

Jack,

This old CAP implementation by NOAA is not that far off from being 
replaced by a much better tested, richer and more mature CAP feed.  I 
suspect several on this list may warn that using the original NOAA feeds 
  may not be the best examples to code by.
