Here is an idea regarding the scope of information placed in the
<description> :

Since this is meant to be an XML document separated out into logical
headings, let me suggest the following rule;

The cap description should ONLY contain human-readable information that is
NOT available in any other fields.

No Geocodes, Headline ( typically the start of the description too),
Effective or Cancel Times, escape sequences ( $$) or anything else that is
already there - somewhere else in the message.

Reasoning:  
If I want, I can assemble the various CAP fields to add more content to the
message I want to assemble, but it is much harder to remove content that I
don't want. 


A simply worded implementation rule similar to  the above may be a better
approach to improving this than several people saying, "I want this item"
and "I don't want that item",  and probably much easier for Bob Bunge to
implement than a list of requests.
