Point well taken. 

But I note that the  movement towards national grid systems isn't solely 
the US's, with UK's (see 
http://en.wikipedia.org/wiki/British_national_grid_reference_system) and 
others.  These are often developments based on military origin, as is 
the US's MGRS.

Which wd seem to argue for some kind of geo-reference mechanism in 
parallel with L/L.  No?
