There is nothing wrong with CAP standard. The correct order should be lat/lon as the CAP spec states that EPSG 4326 is to be used. All of the confusion over axis ordering arose because of misleading design decisions for the WMS spec and so a lot of web mapping toolkits use lon/lat ordering for EPSG 4326. If CAP were to change to lon/lat ordering, then the CRS would change to CRS84 instead. I don't support such a change unless the door is opened to other CRS's as well.
