There were some tests done in the DC area, but in those cases the CAP message
was really only used to announce the beginning of (and, with a Cancel message,
the end of) an audio/video stream delivered in parallel via IP multicast over
a digital TV signal. That seems likely to be the model for the EAN/EAT style
of extended presidential broadcast. However, there hasn't been an actual EAN
transmitted since the infamous false alarm of February, 1971 (printout
attached, per your request. ;-)

Of course the CAP standard does specify the use of an "eveloped" digital
signature per the W3C XMLSIG recommendation... see section 3.3.2.1 of the CAP
document, and likewise 3.3.2.2 re encryption using W3C XMLENC. The real
challenge lies in establishing and maintaining the national public key
insfrastructure and the associated user authorization procedures. That's
something FEMA has committed to do as part of IPAWS.
