[CAP] Timezone Format

Please don't deviate from the CAP spec, it makes interoperabilty that much harder.  For example, http://www.gdacs.org/  doesn't even come close to using the right datetime despite having been informed of the problem years ago, making their messages useless.  CAP 1.2 will further reinforce proper formatting of the datetime elements.
